Level 65 characters can accept a quest named Operation: Overwatch from an Oneiric Engineer at a Dreamstorm site. Only characters with this quest (no more than 30 characters per site) are eligible for rewards, and only characters with this quest will resurrect when defeated via Oriyn’s Resurgence.
Leaving the immediate area of a Dreamstorm will remove the Operation: Overwatch quest from the quest log, and cancel any accumulated rewards. If the Dreamstorm has not yet started, players may reacquire the quest from an engineer at the same site if available, or from another site. The world map (M) shows the current status of each site, including how many players are participating at each one.
For more information on the Dreamstorm and how you can participate, see the Dreamstorm game guide.
